Harder and Webb broke with Fitch and Days to vote in favor of the bill. Webb said it would help prevent the chance that Orwick’s office would need outside legal help.

“She’s going to get that talent and those resources,” Webb said, “so we don’t have to keep going back and getting outside counsel.”

Subpoena delay

The council also delayed a planned vote to direct a local hospital and an anesthesiology practice to produce records of County Executive Sam Page’s part-time medical work and compensation.

Harder, who had requested the move Monday, said he “ran into a little snag” with normal council procedure when he was informed by county legal staff that he needed to submit a written motion for the council to vote on.

“If we had the resolution ready, we would have voted on it,” Harder said after the meeting. He said he expects to vote on it when the council resumes regular meetings July 13.

Issuing subpoenas would escalate a dispute that arose after Harder and Fitch accused Page, a Democrat, of violating a charter provision that “the county executive’s entire time shall be devoted to the duties of the office.” The two sought an investigation last fall after KMOV (Channel 4) and KSDK (Channel 5) reported that Page, then a member of Western Anesthesiology Associates, was working part time at Mercy Hospital in Creve Coeur.
